The NEN10102 is a specific Dutch standard, while the IEC603643 is an overall EU standard common to all EU countries. Each country publishes it as its own national standard – in the Netherlands, this is NEN10102. Both therefore apply in practice in the Netherlands.
No. NEN10102 is simply the Dutch translation and implementation of IEC60364. The specific sections related to vehicle installation are the same in IEC60364 and NEN10102, and as the LPS II is tested and approved under IEC60364, there are no differences that would prevent the use of the LPS II in the Netherlands.
